The occupation of abandoned building has rapresented, in a lot of cases, the only way for a group of people that have no money, to start a cultural and social no-profit activity. Of course the ocupation itself is not so simple and it's not within range of everybody. The intimidation of eviction are frequently. Due to that in 1995 Brancaleone, one of the most famous squat in Rome, together with other squat, has proposed to the municipality a bylaw of popular initiative, proposed by at least 5000 people, to regulate allocation of public spaces unused and to heal the pre-existing occupation. The Bylaw has been approved and after that there is the possibility to ask for abandoned municipal space, while the other, already occupated, can be regulate in exchange for rent equal at 20% of his market price. Further that this bylaw(called bylaw 26) has represented the political recognition of the squat occupated and self-managed, that untill then were tollerated but often uncluttered or under threat. The commitent is that the activity must be no-profit and the profit must be reinvested for the maintenance of the asset. Brancaleone is only one example but this phenomenon, that in Italy began in 1968 with the left-wing movements "lotta continua" e "potere operaio", exists since a long time and it's spread all over the world.
